The whole point is that specialising in eve is really a joke unless your a new player with new characters. You get decreasing returns the further you try to specialise, and it should never be that way, the danger is as I said, that people dont bother to do so and like so many end up training all branches, where no one is a specialists but no one is a master either as the difference is not big enough.
There is nothing wrong with opening the door for specialisation instead of bolting it shut because newbies whinge and instead offering the only solution is to doom eve to a future where everyone can fly every ship just as well as the other with only small insigificant differences between them.
From the prespective of a new player, I actually agree with you provided there are acouple caveats.
First off, let me outline where we agree. Specialization should show a marked difference in the benefits one gets for skills. That only makes sense. If a pilot puts a lot of skill points into, say, large hybrid turrets that person's damage with large hybrid turrets should be noticably and significantly higher.
However, specialization always comes at a cost. If someone puts a whole ton of points in large hybrid turrets I would expect that their skills with missiles (and every other offensive weapon) would suffer. If someone specializes in a hypothetical skill that allows them to fly a specialized Amarr ship, there should be corresponding ships that they will not... ever, be able to fly. This only makes sense.
If the vets are allowed to specialize without a penalty in the way that I understand you I, as a new player, have no incentive to stay in the game as I will simply be outclassed forever and always. Everyone wants the Navy Seals gaurding their house. They are NOT, however, most people's choice to prepare their taxes.
